1. this avoids changing the contents of the website randomly as branches
get changes (could be avoided by namespacing)
2. it avoids errors when making a PR from a fork, which does not have
the secrets
BTW, this will not work:
if: ${{ secrets.SURGE_TOKEN != '' }}
The 'secrets' context is not available in an 'if', 🤦
