Use lighter Tokio runtimes matched to each binary's workload:
- agama-web-server: cap worker threads at min(cores, 4) instead of 32,
which was oversized for the installer's low-concurrency, I/O-bound web
server.
- agama and agama-autoinstall: switch to a current_thread runtime via
#[tokio::main(flavor = "current_thread")]. Both are short-lived,
sequential, I/O-bound CLIs with no reliance on multi-worker
parallelism.
Since the multi-threaded runtime helper is now only used by the server
(and xtask, which already depends on it), move the `runtime` module from
agama-utils to the agama-server crate.
