 Keep the model list visible in the chat edit screen on short terminals 
#top-row and #bottom-row split the screen 1fr/1fr. The left column of
the top row needs 12 rows for the provider select, the model input and
three models, so below about 40 rows the model list got only its
border and showed no models (#344).

Give #top-row a min-height of 12 and #bottom-row a min-height of 9
(three parameter rows), and let #chat-edit-screen scroll when they do
not fit. Between 30 and 34 rows Textual sizes both 1fr rows to the
viewport, so the screen scrolls further than the content needs. From
35 rows up nothing scrolls.

Also add the missing 0.25.0 heading to the CHANGELOG. Everything
under [Unreleased] except Go to chat and the ctrl+tab focus fix
shipped in 0.25.0.
