Remove early-return guard in loadSkills() that skipped both API re-fetch and renderSkillsList() when the Skills tab was reopened after first load. The cascade entrance animation is already handled inside renderSkillsList() via _cascadeNext, so the guard was unnecessary and caused deleted/edited skills to remain visible until a full page reload.
