Add global --cli flag that bypasses the MCP server and invokes tools
directly from the command line. Supports:
- `--cli list` with domain-grouped output (text/JSON)
- `--cli <tool> --args '{json}'` for tool execution
- `--cli <tool> --help` for parameter schema display
- stdin pipe and --output=json|text control
Partially implements forgejo-cli vision. Follows google_workspace_mcp
CLI mode pattern.
