Implements 6 new MCP tools for full PR review lifecycle: - create_pull_review: Create reviews with optional inline comments - submit_pull_review: Submit pending reviews - dismiss_pull_review: Dismiss reviews with reason - delete_pull_review: Delete pending reviews - create_review_requests: Request reviews from users/teams - delete_review_requests: Cancel review requests Addresses #59 by enabling MCP clients to approve, request changes, and leave per-line comments on pull requests. All tools follow existing patterns (tool definition → handler → registration).
