Christoph Görn 3ff17ea7ba ci: 🚀 migrate openspec validate from Forgejo Actions to op1st Tekton 
Move openspec validation to op1st-pipelines (Tekton Pipelines-as-Code)
to match the go-ci migration. Same trigger semantics as the previous
Forgejo Actions workflow: push to main + PR open/sync, gated by
changes to openspec/** or the openspec Tekton files themselves
(CEL expression on pipelinesascode.tekton.dev).

- .tekton/tasks/openspec-validate.yaml — npm install -g
  @fission-ai/openspec@1.3.1 then `openspec validate --all --strict
  --no-interactive` on docker.io/library/node:22-alpine.
- .tekton/on-pull-request-openspec.yaml and
  on-push-to-main-openspec.yaml — separate PipelineRuns with CEL
  path filters so unrelated PRs/pushes don't pull npm.
- Drop .forgejo/workflows/openspec.yml.
