 ci: 🚀 align tekton golangci-lint with v2 config; enforce lint 
v1.64-alpine cannot parse the version "2" .golangci.yml (migrated in
59c86b6), so the lint step has been failing-but-masked (warn-only)
since then. Bump to v2.12.2-alpine — same version as the local
toolchain — and flip LINT_REQUIRED default to true now that the
baseline is at 0 findings (dd9116f). Verified by running the exact
image against the repo: 0 issues.

Closes bead forgejo-mcp-puz.
