docs(contributing): add issue label and changelog section

Expanded CONTRIBUTING.md with a section describing issue labels, their purposes, and how they map to changelog categories. This helps contributors categorize issues and understand how labels affect release notes.

### Issue labels
When creating issues, they are automatically labeled based on the [issue template](.github/ISSUE_TEMPLATE/) you choose. These labels help categorize work and generate release notes.
