Restrict Windows CLI state access without requiring SeSecurityPrivilege (#5312)
The Windows branch of the CLI state store locks each state file and directory to the current user by running `Get-Acl`, rebuilding the access list, and writing it back with `Set-Acl`. That works the first time, but running it again on a path whose access list is already protected fails for a non-elevated user with `SeSecurityPrivilege` not held. So after the first save, every later load or save raises `StateFileError: Could not restrict access to CLI state`. CI runs elevated and never saw it. The script now reads and writes only the access list, through `GetAccessControl("Access")` and `SetAccessControl`, which a normal user may do on a file they own.

Fixes #5307.
