 [3.x] Keep $ref pointers when inlining would produce an oversized schema (#5422) 
Backports `security/ref-expansion-limits` from main. `dereference_refs` checks the expanded size of a schema and keeps `$defs` and nested `$ref` pointers when inlining would exceed its node, depth or size limits. Sibling keywords are merged from the definition each pointer resolves to. Behavior matches main.
