Use SelectorEventLoop on Windows to fix pytest crashes
Windows ProactorEventLoop has known memory corruption issues that cause pytest-xdist worker crashes with "node down: Not properly terminated". Setting WindowsSelectorEventLoopPolicy in conftest.py avoids this issue.
