Add project guidance in .claude/CLAUDE.md and a shared .claude/settings.json
permission set. Machine-specific bits (local virtualenv path, GPG signing) live
in a gitignored .claude/CLAUDE.local.md; gitignore the personal settings.local.json
and CLAUDE.local.md.
