 Add utoipa schema aliases to avoid collisions 
Several types (Config, Proposal, SystemInfo) are used in multiple
modules. Without an explicit alias, utoipa uses the same name for
all of them in the OpenAPI specification, leading to collisions and
incorrect schemas.
